About the Project Stabilization Agreement

The Project Stabilization Agreement (PSA) is an agreement between the Los Angeles Unified School District, the Los Angeles/Orange Counties Building and Construction Trades Council (Building Trades Council) and signatory craft unions. The PSA is intended to ensure labor harmony on our jobsites and provide a uniform labor relations framework for the various trades and unions during the project. Among objectives of the PSA are to prevent work stoppages or slowdowns, to encourage contracting with small businesses that reflect the diversity of Los Angeles, to hire local workers when possible, to provide a sufficient supply of skilled craft persons, and to establish a standardized grievance/dispute resolution procedure(s) when matters do arise.

As part of our labor plan and strategy for the District's Bond Program, the District entered into a PSA with the Building Trade Council for the first time in 1999. In 2003, the Board of Education approved a revised version of the PSA and subsequently approved amendments extending its term in 2008 and 2013. The terms of the 2003 PSA is in effect for applicable projects awarded through December 31, 2023. In November 2023, the Board of Education approved an updated 2024 PSA which is effective for projects awarded January 1, 2024 through December 31, 2033.
